ជាមួយគ្នានេះដែរ លោកជំទាវបណ្ឌិតសភាចារ្យ ក៏បានទាញចំណាប់អារម្មណ៍នៃកិច្ចប្រជុំទាំងមូលស្តីអំពីនិន្នាការនៃការលួចចម្លងដោយរំលោភបំពាន ការក្លែងបន្លំនូវទ្រង់ទ្រាយដើមនៃសម្បត្តិបេតិកភណ្ឌពិភពលោក និងកង្វះខាតនូវបទបញ្ញត្តិនៃការប្រតិបត្តិក្នុងអនុសញ្ញាឆ្នាំ១៩៧០ និងអនុសញ្ញាឆ្នាំ១៩៧២នាពេលកន្លងមក។ បន្ថែមលើនេះ លោកជំទាវបណ្ឌិត្យសភាចារ្យរដ្ឋមន្ត្រីបានរម្លឹកអំពីបទអន្តរាគមន៍កាលពីខែកក្កដា ឆ្នាំ២០២៥កន្លងមក ដែលពេលនោះ លោកជំទាវបានលើកឡើងម្តងរួចមកហើយនូវការសាងសង់ចម្លងប្លង់ប្រាសាទអង្គរវត្តនៅប្រទេសជិតខាង ព្រោះការណ៍នេះ គឺជាសកម្មភាពខ្វះខាតនូវក្រមសីលធម៌ដែលអាចនាំមកនូវការប៉ះពាល់មិនត្រឹមតែសភាពដើម និងតម្លៃលេចធ្លោជាសកលប៉ុណ្ណោះទេ ប៉ុន្តែក៏ប៉ះពាល់ដល់អត្តសញ្ញាណនៃបេតិកភណ្ឌអរូបីរបស់ប្រជាជនម្ចាស់ស្រុកផងដែរ។
កម្ពុជាអំពាវនាវយ៉ាងមុតមាំដល់មជ្ឈមណ្ឌលបេតិកភណ្ឌពិភពលោក និងក្រុមប្រឹក្សាអ្នកច្បាប់នៃអង្គការយូណេស្កូធ្វើការយកចិត្តទុកដាក់ជាបន្ទាន់លើបញ្ហានេះដោយកំណត់នូវទិសដៅច្បាស់លាស់ក្នុងក្របខណ្ឌអនុសញ្ញាឆ្នាំ១៩៧០ និងអនុសញ្ញាឆ្នាំ១៩៧២ និងធ្វើការរួមជាមួយបណ្តារដ្ឋភាគីដើម្បីទប់ស្កាត់នូវសកម្មភាពអវិជ្ជមានដែលអាចកើតឡើងនាពេលអនាគតក្នុងបរិបទសកលភាវូបនីយកម្ម៕
At the 25th Session of the General Assembly of States Parties to the UNESCO World Heritage Convention, held from 24–25 November 2025 and chaired by Ms. Gayane UMEROVA, President of the Session, with the participation of H.E. Mr. Khaled Ahmed EL-ENANI ALI EZZ, Director-General of UNESCO, H.E. Dr. PHOEURNG Sackona, Minister of Culture and Fine Arts, delivered a keynote address highlighting the achievements of cooperation between the World Heritage Centre and States Parties in the conservation, management, and sustainable development of both cultural and natural World Heritage properties.
During her intervention, H.E. Dr. Sackona drew the attention of the Assembly to the growing issue of illegal copying and counterfeiting of the original form of World Heritage properties, as well as the absence of adequate enforcement mechanisms within the 1970 and 1972 Conventions. She also recalled her statement from July 2025 regarding the construction of a replica of Angkor Wat in a neighboring country—an unethical act that threatens not only the authenticity and Outstanding Universal Value of the site, but also the identity and intangible heritage of local communities.
Cambodia therefore urges the World Heritage Centre and the UNESCO Council of Jurists to give urgent consideration to this matter by establishing clear guidelines within the frameworks of the 1970 Convention and the 1972 Convention, and to work closely with all States Parties to prevent future harmful actions in the context of increasing globalization.
