នៅក្នុងកិច្ចប្រជុំរដ្ឋភាគីលើកទី២៥នៃអង្គការយូណេស្កូចាប់ផ្តើមពីថ្ងៃទី២៤-២៥ ខែវិច្ឆិកា ឆ្នាំ២០២៥ ដែលដឹកនាំដោយលោកជំទាវ Gayane UMEROVA ប្រធានអង្គប្រជុំរដ្ឋភាគីលើកទី២៥ និងមានការចូលរួមដោយ ឯកឧត្តម khaled Ahmed EL-ENANI ALI EZZ អគ្គនាយកអង្គការយូណេស្កូ លោកជំទាវបណ្ឌិត្យសភាចារ្យ ភឿង សកុណា រដ្ឋមន្ត្រីក្រសួងវប្បធម៌ និងវិចិត្រសិល្បៈ បានអញ្ជើញថ្លែងបទ អន្តរាគមន៍គន្លឹះដោយបង្ហាញពីភាពជោគជ័យនៃកិច្ចសហប្រតិបត្តិការរវាងមជ្ឈមណ្ឌលបេតិកភណ្ឌពិភពលោក និងបណ្តារដ្ឋភាគីក្នុងការជួយថែរក្សា គ្រប់គ្រង និងអភិវឌ្ឍន៍ប្រកបដោយចីរភាពសម្បត្តិបេតិកភណ្ឌពិភពលោកទាំងវប្បធម៌ និងធម្មជាតិនាពេលកន្លងមក។
ជាមួយគ្នានេះដែរ លោកជំទាវបណ្ឌិតសភាចារ្យ ក៏បានទាញចំណាប់អារម្មណ៍នៃកិច្ចប្រជុំទាំងមូលស្តីអំពីនិន្នាការនៃការលួចចម្លងដោយរំលោភបំពាន ការក្លែងបន្លំនូវទ្រង់ទ្រាយដើមនៃសម្បត្តិបេតិកភណ្ឌពិភពលោក និងកង្វះខាតនូវបទបញ្ញត្តិនៃការប្រតិបត្តិក្នុងអនុសញ្ញាឆ្នាំ១៩៧០ និងអនុសញ្ញាឆ្នាំ១៩៧២នាពេលកន្លងមក។ បន្ថែមលើនេះ លោកជំទាវបណ្ឌិត្យសភាចារ្យរដ្ឋមន្ត្រីបានរម្លឹកអំពីបទអន្តរាគមន៍កាលពីខែកក្កដា ឆ្នាំ២០២៥កន្លងមក ដែលពេលនោះ លោកជំទាវបានលើកឡើងម្តងរួចមកហើយនូវការសាងសង់ចម្លងប្លង់ប្រាសាទអង្គរវត្តនៅប្រទេសជិតខាង ព្រោះការណ៍នេះ គឺជាសកម្មភាពខ្វះខាតនូវក្រមសីលធម៌ដែលអាចនាំមកនូវការប៉ះពាល់មិនត្រឹមតែសភាពដើម និងតម្លៃលេចធ្លោជាសកលប៉ុណ្ណោះទេ ប៉ុន្តែក៏ប៉ះពាល់ដល់អត្តសញ្ញាណនៃបេតិកភណ្ឌអរូបីរបស់ប្រជាជនម្ចាស់ស្រុកផងដែរ។
កម្ពុជាអំពាវនាវយ៉ាងមុតមាំដល់មជ្ឈមណ្ឌលបេតិកភណ្ឌពិភពលោក និងក្រុមប្រឹក្សាអ្នកច្បាប់នៃអង្គការយូណេស្កូធ្វើការយកចិត្តទុកដាក់ជាបន្ទាន់លើបញ្ហានេះដោយកំណត់នូវទិសដៅច្បាស់លាស់ក្នុងក្របខណ្ឌអនុសញ្ញាឆ្នាំ១៩៧០ និងអនុសញ្ញាឆ្នាំ១៩៧២ និងធ្វើការរួមជាមួយបណ្តារដ្ឋភាគីដើម្បីទប់ស្កាត់នូវសកម្មភាពអវិជ្ជមានដែលអាចកើតឡើងនាពេលអនាគតក្នុងបរិបទសកលភាវូបនីយកម្ម៕
On 26 November 2025, at UNESCO Headquarters in Paris, H.E. Dr. PHOEURNG Sackona, Minister of Culture and Fine Arts, led a Cambodian delegation to pay a courtesy call and hold bilateral discussions with H.E. Mr. Khaled Ahmed El-Enany Ali Ezz, Director-General of UNESCO.
During the meeting, H.E. Dr. Sackona conveyed her warm congratulations to the Director-General on his election by the 43rd UNESCO General Conference, and reaffirmed Cambodia’s strong commitment as a Member State to continued cooperation in implementing UNESCO programs and upholding the Organization’s fundamental principles. She highlighted the longstanding and fruitful partnership between Cambodia and UNESCO—particularly the effective implementation of the ICC mechanisms for Angkor, Sambor Prei Kuk, and Preah Vihear, as well as cooperation in the protection, enhancement, and conservation of both tangible and intangible World Heritage properties.
The Minister also expressed Cambodia’s concerns regarding the construction of unauthorized replicas of Angkor Wat in neighboring countries, and requested that the World Heritage Centre and the UNESCO Council of Jurists examine the relevant legal mechanisms under the 1970 and 1972 Conventions in order to prevent such issues. In addition, she discussed the possibility of dispatching UNESCO experts to conduct an independent assessment of recent damage to the Preah Vihear Temple area following border-related incidents.
H.E. Mr. Khaled Ahmed El-Enany Ali Ezz warmly welcomed H.E. Dr. Sackona and praised Cambodia’s exemplary cooperation with UNESCO. He reaffirmed his commitment to further strengthening collaboration with Cambodia and to reviewing the matters raised during the discussion.
