យោងតាមអនុក្រឹត្យលេខ២៣៤ អនក្រ.បក ចុះថ្ងៃទី៨ ខែវិច្ឆិកា ឆ្នាំ២០១៦ ស្តីពីការគ្រប់គ្រងឧស្សាហកម្មភាពយន្ត បានតម្រូវឲ្យផលិតករ សុំការអនុញ្ញាតទៅក្រសួងវប្បធម៌និងវិចិត្រសិល្បៈជាមុន។ លក្ខខណ្ឌសំខាន់ក្នុងការស្នើសុំ គឺការផ្តល់អត្ថបទនិពន្ធនៃស្នាដៃដើម្បីផ្តល់លទ្ធភាពឲ្យអ្នកជំនាញពិនិត្យលើខ្លឹមសារ។ ដោយឡែក អាជ្ញាធរជាតិអប្សរាក៏បានផ្សព្វផ្សាយអំពីគោលការណ៍ នៃការប្រើប្រាស់រូបភាពអង្គរតាំងពីឆ្នាំ២០១៦ រហូតមកដល់បច្ចុប្បន្ន ដើម្បីចូលរួមចំណែកក្នុងការជំរុញសេដ្ឋកិច្ចសង្គម ព្រមទាំងថែរក្សា ការពារ លើកតម្កើង និងអភិវឌ្ឍន៍វប្បធម៌ជាតិ ជាពិសេសបញ្ចៀសនូវផលប៉ះពាល់ខ្លាំង ដល់តម្លៃបេតិកភណ្ឌវប្បធម៌ជាតិ ។

For pre-wedding photography, YouTube, live recordings as a guide, filmmaking, music MV, and photography for business purposes, prior permission is required. The need for prior authorization is due to the implementation of applicable legal principles and for the professional section of the Ministry of Culture and Fine Arts as well as the APSARA National Authority to help correct or suggest improvements to such content and history of art forms correctly and avoids public criticism when the images or content of the story are released to the public.
According to Sub-Decree No. 234 dated 8 November 2016 on the Management of the Film Industry, producers must apply for permission from the Ministry of Culture and Fine Arts in advance. The main condition of the application is the provision of the text of the work to enable experts to review the content. Separately, APSARA National Authority also disseminated the principle of using the image of Angkor from 2016 to contribute to the socio-economic development, as well as the preservation, protection, promotion, and development of national culture, especially to avoid a significant impact on the value of national culture heritage.
H.E. Long Kosal added that for us, the meaning of Angkor is greater than life because Angkor is the soul and culture of the nation. Therefore, if there is an incorrect use of the image of Angkor or the conduct of any inconsistent gestures that affect the value of the Angkor site, the public will not be able to accept it. To avoid any unintentional mistakes caused by the use of Angkor images, the APSARA National Authority and the Ministry of Culture and Fine Arts need to pre-screen all purposes of using Angkor images in public. Therefore, the people, as a private company that owns a production or business, should understand and participate by the principles of the law in force.
At the same time, H.E. Long Kosal further stated that the APSARA National Authority will make adjustments to the mechanism related to reducing the application time and reducing the application process to make it easier for the public and increase work efficiency. The APSARA National Authority will also set up a call center and an online application system so that the public can apply through technology quickly and save time.
