លោកជំទាវបណ្ឌិតសភាចារ្យ ភឿង សកុណា ថ្លែងសុន្ទរកថាក្នុងអង្គមហាសន្និបាតលើកទី៤១ នៃអង្គការយូណេស្កូ-H.E. Dr. Phoeurng Sackona gave a speech at the 41st Session of the General Conference of UNESCO

នៅថ្ងៃទី១២ ខែវិច្ឆិកា ឆ្នាំ២០២១ លោកជំទាវបណ្ឌិតសភាចារ្យ ភឿង សកុណា រដ្ឋមន្រ្តីក្រសួងវប្បធម៌និងវិចិត្រសិល្បៈ និងប្រធានគណៈប្រតិភូនៃរាជរដ្ឋាភិបាលកម្ពុជា បានឡើងថ្លែងសុន្ទរកថាក្នុងអង្គមហា​សន្និបាតលើកទី៤១ និងជាខួប៧៥ឆ្នាំនៃអង្គការយូណេស្កូដោយបានរំលេចអំពីការប្តេជ្ញាចិត្ត កិច្ចខិតខំប្រឹងប្រែង និងជោគជ័យរបស់កម្ពុជាក្នុងការអភិរក្ស ថែរក្សា និងលើកកម្ពស់តម្លៃលេចធ្លោជាសកលនៃបេតិកភណ្ឌវប្បធម៌ជាតិដែលត្រូវបានអង្គការយូណេស្កូបញ្ចូលជាសម្បត្តិបេតិកភណ្ឌពិភពលោក ដោយបានលើកឡើងអំពីសារៈសំខាន់នៃតួនាទីរបស់វប្បធម៌ អប់រំ និងការផ្សព្វផ្សាយ ក្នុងនោះមានដូចជា៖

-កម្ពុជា គឺជាប្រទេសមួយក្នុងចំណោមបណ្តាប្រជាជាតិអាស៊ី-អាគ្នេយ៍ និងអាស៊ីប៉ាស៊ីហ្វិក ដែលសម្រេចយុទ្ធនាការចាក់វ៉ាក់សាំងជូនប្រជាពលរដ្ឋកម្ពុជា ខ្ពស់ជាងគេ។

-ក្រសួងអប់រំ យុវជន និងកីឡាកម្ពុជា បានពន្លឿនការអនុវត្តកាលវិភាគអប់រំឆ្នាំ២០៣០ ដែលផ្តោតទៅលើសរសគ្រឹះចំនួន៣ គឺ អភិវឌ្ឍគុណភាពអប់រំ អភិវឌ្ឍសមត្ថភាពគ្រូបង្រៀន និងពង្រឹងការអប់រំក្រៅប្រព័ន្ធ ក្នុងនោះរាជរដ្ឋាភិបាលកម្ពុជា បានដាក់ចេញកម្មវិធីអក្ខរកម្មសម្រាប់កម្មកររោងចក្រ ជាមួយនឹងអត្រាភាពជោគជ័យរហូតដល់៧២% ក្នុងចំណោមកម្មករចុះឈ្មោះចូលរៀន។

-រំលេចអំពីការប្តេជ្ញាចិត្តរបស់រាជរដ្ឋាភិបាលកម្ពុជា ក្នុងការទុកវិស័យវប្បធម៌ជាតិ ជាវិស័យអាទិភាព ជាពិសេសកិច្ចការពារឱ្យបាននូវរមណីយដ្ឋាន បេតិកភណ្ឌពិភពលោករបស់កម្ពុជានានា ស្តែងឡើង តាមរយៈការគាំទ្រផ្នែកហិរញ្ញវត្ថុ។ តាមរយៈនេះ អាជ្ញាធរជាតិអប្សរា អាជ្ញាធរជាតិព្រះវិហារ និងអាជ្ញាធរជាតិសំបូរព្រៃគុក ក្រោមការប្រើប្រាស់ធនធានមនុស្ស ដែលខ្លួនមាន សម្រេចបាននូវសមិទ្ធផលជាច្រើនសម្រាប់កិច្ចការអភិរក្ស និងអភិវឌ្ឍន៍រមណីយដ្ឋានទាំងផ្នែករូបី និងអរូបី ក្នុងអំឡុងការរាតត្បាតជំងឺឆ្លងកូវីដ១៩ នាពេលកន្លងមកនេះ។ លោកជំទាវក៏បានថ្លែងអំណរគុណផងដែរ គណៈកម្មាធិការអន្តរជាតិសម្រាប់កិច្ចគាំពារ និងអភិវឌ្ឍន៍រមណីយដ្ឋានប្រវត្តិសាស្រ្តនានារបស់កម្ពុជា ដូចជា ICC-អង្គរ សំបូរព្រៃគុក និង ICC-ព្រះវិហារ ចំពោះកិច្ចគាំពារនានា។

-ដោយឡែកវិស័យសារព័ត៌មាន រាជរដ្ឋាភិបាលកម្ពុជា បានគិតគូរជាពិសេសដោយផ្តល់សិទ្ធិសេរីភាពបញ្ចេញមតិ ព័ត៌មានប្រកបដោយក្រមសីលធម៌ និងការចងក្រងឯកសារបេតិកភណ្ឌផងដែរ។ តាមរយៈនេះ គម្រោងចងក្រងប័ណ្ណសារសារមន្ទីរប្រល័យពូជសាសន៍ទួលស្លែង ត្រូវបានបញ្ចប់ហើយសាធារណៈជនអាចចូលមើលបានគ្រប់ពេល។ គួរកត់សម្គាល់ផងដែរថា សារមន្ទីរប្រល័យពូជសាសន៍នេះ បានទទួលរង្វាន់នៃការចងចាំពិភពលោកឆ្នាំ២០២០ (Prix UNESCO/Jikji) ក្នុងនាមជាមជ្ឈមណ្ឌលអស្ចារ្យ សម្រាប់ការអប់រំ ឆ្ពោះទៅរកសន្តិភាព និងការអប់រំប្រជាជនសាកលលោក។

H.E. Dr. Phoeurng Sackona gave a speech at the 41st Session of the General Conference of UNESCO

On 12 November 2021, H.E. Dr. Phoeurng Sackona, Minister of Culture and Fine Arts and Head of the Delegation of the Royal Government of Cambodia, gave a speech at the 41st Session of the General Conference of UNESCO and on the occasion of its 75th anniversary about Cambodia’s commitment, efforts, and success in preserving, and promoting the universal outstanding value of the national cultural heritage, which has been included in the UNESCO World Heritage List, emphasizing the importance of the role of culture, education, and outreach, including:

-Cambodia is one of the countries in Southeast Asia and the Asia-Pacific that has achieved the highest vaccination campaign for Cambodians.

– The Ministry of Education, Youth and Sports of Cambodia has accelerated the implementation of the 2030 education schedule, which focuses on three pillars: improving the quality of education, developing the capacity of teachers, and strengthening non-formal education, in which the Royal Government of Cambodia has launched a literacy program for factory workers with a success rate of up to 72% among enrolled workers.

-Highlighting the Royal Government of Cambodia’s commitment to prioritizing the national cultural sector, especially the protection of Cambodia’s World Heritage sites, expressed through financial support. Through this, the APSARA National Authority, the National Authority of Preah Vihear, and the Sambor Prei Kuk National Authority, under the use of human resources, have achieved many achievements for conservation and sustainable development of the heritage site, both tangible and intangible, during Covid-19 pandemic. She also thanked the International Committee for the Protection and Development of Cambodia’s historical sites such as ICC-Angkor, ICC-Sambo Prei Kuk, and ICC-Preah Vihear for their support.

-Separately, the media sector, the Royal Government of Cambodia has taken special consideration by providing the right to have freedom of expression, ethical information, and the collection of heritage documents. Through this, the project to compile the Tuol Sleng Genocide Museum has been completed and open to the public at any time. It should also be noted that the Genocide Museum has been awarded the Jikji Memory of the World Prize 2020 from UNESCO (Prix UNESCO / Jikji) as a great center for education towards peace and education of the global population.
