នៅព្រឹកថ្ងៃទី១៧ ខែមករា ឆ្នាំ២០២៣ សម្តេចក្រឡាហោម ស ខេង នាយករដ្ឋមន្ត្រីស្តីទី បានអញ្ជើញ ជាអធិបតីក្នុងពិធីសម្ពោធដាក់ឱ្យប្រើប្រាស់ជាផ្លូវការអគារអង្គភាពនគរបាលការពារបេតិកភណ្ឌប្រចាំតំបន់អង្គរ ស្ថិតនៅក្នុងភូមិគោកតាចាន់ សង្កាត់គោកចក ក្រុងសៀមរាប។ អញ្ជើញចូលរួមជាកិត្តិយសអមដំណើរ សម្តេចក្រឡាហោម ស ខេង ក្នុងពិធីនោះរួមមាន៖ លោកជំទាវបណ្ឌិតសភាចារ្យ ភឿង សកុណា រដ្ឋមន្ត្រីក្រសួងវប្បធម៌និងវិចិត្រសិល្បៈ និងជាប្រធានក្រុមប្រឹក្សាភិបាលអាជ្ញាធរជាតិអប្សរា ឯកឧត្តម នាយឧត្តមសេនីយ៍ សន្តិបណ្ឌិត នេត សាវឿន អគ្គស្នងការនគរបាលជាតិ ឯកឧត្តម ទៀ សីហា អភិបាលនៃគណៈអភិបាលខេត្តសៀមរាប ថ្នាក់ដឹកនាំក្រសួងមហាផ្ទៃ អាជ្ញាធរជាតិអប្សរា រដ្ឋបាលខេត្តសៀមរាប និងអង្គភាពពាក់ព័ន្ធ មន្ត្រីរាជការ ព្រមទាំងមន្ត្រីនគរបាលជាច្រើនរូបទៀត។
ថ្លែងក្នុងឱកាសស្វាគមន៍នៃពិធីនេះ លោកជំទាវបណ្ឌិតសភាចារ្យ ភឿង សកុណា រដ្ឋមន្ត្រីក្រសួងវប្បធម៌ និងវិចិត្រសិល្បៈ និងជាប្រធានក្រុមប្រឹក្សាភិបាលអាជ្ញាធរជាតិអប្សរា បានជម្រាបជូនអង្គពិធីទាំងមូលឲ្យបានជ្រាបថា ទីតាំងថ្មីនៃអង្គភាពនគរបាលការពារបេតិកភណ្ឌប្រចាំតំបន់អង្គរនេះត្រូវបានសង់ឡើងនៅលើដីដែល
មានផ្ទៃក្រឡាសរុបចំនួន ១៩,៩៤៧ ម៉ែត្រការ៉េ ដោយក្នុងនោះហេដ្ឋារចនាសម្ព័ន្ធនានានៃអគារនិងទីតាំងប្រើប្រាស់ចាំបាច់មានចំនួន ១៦ ប្រភេទ មានទំហំសរុបចំនួន ១,៧០៨ ម៉ែត្រក្រឡា។ ទីតាំងខាងលើនេះ សាងសង់ដោយក្រុមហ៊ុន ប៊ី ប៊ី្រលលាន ប៊ីលឌើរ ក្នុងតម្លៃសរុបចំនួន ៧,១៩៨,០០០,០០០៛ (ប្រាំពីរប៊ីលាន មួយរយកៅសិបប្រាំបីលាន រៀលគត់) តាមរយៈថវិកាបានមកពីមូលនិធិអភិរក្ស និងអភិវឌ្ឍន៍តំបន់អង្គរ ឆ្នាំ២០១៨ នៃអាជ្ញាធរជាតិអប្សរា។ ការងារសាងសង់មានរយៈពេល២៤ខែ ដោយចាប់ផ្តើមសាងសង់ពីថ្ងៃទី០៨ ខែកុម្ភៈ ឆ្នាំ២០១៩ ហើយបញ្ចប់ជាស្ថាពរនៅថ្ងៃទី២៥ខែកុម្ភៈឆ្នាំ២០២១។ សំណង់នេះ គឺជាសមិទ្ធផលសំខាន់
មួយទៀត កើតចេញពីកិច្ចខិតខំប្រឹងប្រែងរួមគ្នា រវាងអាជ្ញាធរជាតិអប្សរា និងអង្គភាពនគរបាលការពារបេតិកភណ្ឌក្រោមការគាំទ្ររបស់អគ្គស្នងការដ្ឋាននគរបាលជាតិ អាជ្ញាធរដែនដីខេត្តសៀមរាប ក្រសួងសេដ្ឋកិច្ចនិងហិរញ្ញវត្ថុនិងក្រសួង/ស្ថាប័នពាក់ព័ន្ធ ជាច្រើនទៀត ក្នុងកិច្ចអភិរក្ស និងអភិវឌ្ឍន៍រមណីយដ្ឋានអង្គរដោយចីរភាពសំដៅកែលម្អឡើងវិញនិងពង្រីកទេសភាពបៃតងដើម្បីលើកតម្លៃបន្ថែមដល់ភាពលេចធ្លោជាសកលនៃរមណីយដ្ឋានអង្គរ។
សម្តេចក្រឡាហោម ស ខេង នាយករដ្ឋមន្ត្រីស្តីទី បានមានប្រសាសន៍កោតសរសើរ និងថ្លែងអំណរគុណចំពោះកិច្ចខិតខំប្រឹងប្រែងរបស់អាជ្ញាធរជាតិអប្សរាក្នុងការជំរុញ និងផ្តួចផ្តើមគំនិតនូវការ ស្នើផ្លាស់ប្តូរទីតាំងស្នាក់ការចាស់ របស់អង្គភាពនគរបាលការពារបេតិកភណ្ឌ ដែលមានសភាពទ្រុឌទ្រោម មិនរៀបរយ សាងសង់នៅកៀកជិតប្រាសាទអង្គរវត្ត អាចនឹងប៉ះពាល់ដល់ស្រទាប់បុរាណវិទ្យានៅក្រោមដី។
សម្តេចក្រឡាហោមមានប្រសាសន៍បន្តទៀតថាអគារថ្មីរបស់អង្គភាពនគរបាលការពារបេតិកភណ្ឌមានភាពស្រស់ស្អាត តាមរចនាបថ តាមទម្រង់ស្ថាបត្យកម្មខ្មែរ សាមញ្ញ បង្កប់នូវភាពថ្លៃថ្នូរ ស័ក្តិសមជាសមិទ្ធផលថ្មី នៃអត្តសញ្ញាណជាតិ ដែលនឹងជួយបង្កើនសោភណ្ឌភាពរមណីយដ្ឋានអង្គរ ផ្តល់ភាពងាយស្រួលក្នុងការបំពេញតួនាទីភារកិច្ចនិងផាសុកភាពជូនកម្លាំងអង្គភាពនគរបាលការពារបេតិកភណ្ឌ ក្នុងការថែរក្សា ការពារ រមណីយដ្ឋានអង្គរដែលជាមរតកដូនតាមានតម្លៃមិនអាចកាត់ថ្លៃបានរបស់ជាតិ និង ប្រជាជនកម្ពុជា។
ក្នុងន័យនេះផងដែរ សម្តេចក្រឡាហោមក៏បាន ផ្តល់អនុសាសន៍ណែនាំមួយចំនួនជូនអាជ្ញាធរខេត្ត សៀមរាប អង្គភាពនគរបាលការពារបេតិកភណ្ឌប្រចាំតំបន់អង្គរ និងអាជ្ញាធរជាតិអប្សរា ដើម្បីពង្រឹងប្រសិទ្ធភាព និង ភាពរលូននៃកិច្ចសហការការងារ មួយចំនួនដូចខាងក្រោម៖
១- អាជ្ញាធរខេត្តសៀមរាប អង្គភាពនគរបាលការពារបេតិកភណ្ឌ ត្រូវបន្តសហការជិតស្និទ្ធ ជាមួយអាជ្ញាធរជាតិអប្សរា ក្នុងកិច្ចការថែរក្សា ការពារបេតិកភណ្ឌជាតិ ក្នុងរមណីយ ដ្ឋានអង្គរ និងខេត្តសៀមរាប ជាពិសេសកិច្ចការស្រាវជ្រាវ និងអនុវត្តវិធានការឱ្យបាន ជាដាច់ខាត ក្នុងការបង្ការទប់ស្កាត់ និងបង្រ្កាបរាល់អំពើល្មើសច្បាប់ ការបំផ្លិចបំផ្លាញ ការជីកកកាយវត្ថុបុរាណ ការកាប់បំផ្លាញព្រៃឈើ ការលួចលាក់ ប្លន់ ការទិញ លក់ និងការដឹកជញ្ជូនបេតិកភណ្ឌសម្បត្តិវប្បធម៌ប្រវត្តិសាស្រ្តដែលជាភារកិច្ចចម្បងរបស់ខ្លួន។
២- អង្គភាពនគរបាលការពារបេតិកភណ្ឌត្រូវពិនិត្យ រៀបចំកំណត់ទីតាំងឈរជើងការពារអាទិភាពជាថ្មី និងការចល័តយាមល្បាតជាអចិន្ត្រៃយ៍ ជាពិសេសនៅពេលយប់ តាមចំណុចសំខាន់ៗនៃតំបន់រមណីយដ្ឋានអង្គរ និងតំបន់ ពាក់ព័ន្ធផ្សេងទៀត។
៣- អង្គភាពនគរបាលការពារបេតិកភណ្ឌត្រូវបង្កើនការអប់រំពង្រឹងសីលធម៌ វិន័យកងកម្លាំងនិងមនសិការវិជ្ជាជីវៈស្រលាញ់បេតិកភណ្ឌវប្បធម៌ជាតិសំដៅបង្ការ និងកាត់បន្ថយឱ្យបានដាច់ខាតនូវអំពើអនាធិបតេយ្យនានា ក្នុងតំបន់រមណីយដ្ឋានអង្គរ និងតំបន់ផ្សេងៗទៀតតាមរយៈការអនុវត្តនូវវិន័យច្បាស់លាស់ព្រមទាំងវិធានការច្បាប់នានាប្រកបដោយតម្លាភាព និងយុត្តិធម៌ជាដាច់ខាត។
៤- អង្គភាពនគរបាលការពារបេតិកភណ្ឌ ត្រូវបន្តពង្រឹងកិច្ចសហការជាមួយកម្លាំងមាន សមត្ថកិច្ច និងអាជ្ញាធរដែនដីគ្រប់លំដាប់ថ្នាក់ក្នុងកិច្ចការពារសុវត្ថិភាព សន្តិសុខ និង រក្សារបៀបរៀបរយ សណ្តាប់ធ្នាប់សាធារណៈ ជាពិសេសកិច្ចការពារសុវត្ថិភាពសន្តិ សុខភ្ញៀវជាតិ និងអន្តរជាតិ ដែលមកបំពេញបេសកកម្ម ធ្វើទស្សនកិច្ច ឬធ្វើទេសចរណ៍ ក្នុងតំបន់រមណីយដ្ឋានអង្គរ សៀមរាប និងតំបន់ផ្សេងៗ។
៥- អាជ្ញាធរខេត្តសៀមរាប អាជ្ញាធរជាតិអប្សរា អង្គភាពនគរបាលការពារបេតិកភណ្ឌ និងស្ថាប័នពាក់ព័ន្ធ ត្រូវបន្តខិតខំថែរក្សាបរិស្ថានធម្មជាតិដែលជាផ្នែកមួយនៃទេសភាព វប្បធម៌របស់រមណីយដ្ឋានអង្គរ តាមរយៈការដាំដើមឈើឡើងវិញបង្កើនភាពបៃតង បន្តស្តារប្រព័ន្ធធារាសាស្រ្តបុរាណដើម្បីពង្រឹងកិច្ចការអភិរក្សក៏ដូចជាបង្កើតបាននូវផាសុកភាពសម្រាប់ប្រជាពលរដ្ឋ ភ្ញៀវទេសចរជាតិ និងអន្តរជាតិលំហែ និងកំសាន្ត។
៦- អាជ្ញាធរខេត្តសៀមរាប និងអង្គភាពនគរបាលការពារបេតិកភណ្ឌ ត្រូវបន្តចូលរួមនិង ទំនាក់ទំនងជាមួយអង្គការយូណេស្កូ និងអង្គការអន្តរជាតិនានា ដើម្បីទទួលការណែនាំ និងការផ្សព្វផ្សាយគោលការណ៍ផ្សេងៗ សំដៅបម្រើឱ្យការងារការពារបេតិកភណ្ឌវប្បធម៌។
ក្នុងឱកាសនោះ សម្តេចក្រឡាហោម ស ខេង នាយករដ្ឋមន្ត្រីស្តីទី បានផ្តល់ជាអំណោយដល់កម្លាំងនគរបាល ការពារបេតិកភណ្ឌ រួមមាន៖ ប៉ុស្តិ៍យាមប្រចាំការតាមគោលដៅចំនួន១០ ទោចក្រយានយន្តចំនួន២០គ្រឿង សម្រាប់កងកម្លាំងជិះល្បាតក្នុងតំបន់អង្គរ។ ជាមួយគ្នានេះ នាយឧត្តមសេនីយ៍ សន្តិបណ្ឌិត នេត សារឿន អគ្គស្នងការនគរបាលជាតិ ក៏បានផ្តល់ជាអំណោយរួមមាន ៖ ទោចក្រយានចំនួន៥០គ្រឿង និងអាវយឺត ចំនួន៥០០អាវ សម្រាប់កងកម្លាំងជិះល្បាតក្នុងតំបន់អង្គរនោះផងដែរ៕

Acting Prime Minister Samdech Krolahom Sar Kheng presides over the Inauguration Ceremony of the Headquarters of the Heritage Protection Police Unit at the Angkor site
On 17 January 2023, Samdech Krolahom Sar Kheng, Acting Prime Minister, presides over the inauguration ceremony of the headquarters of the Heritage Protection Police Unit in Kork Ta Chan Village, Kork Chak Commune, Siem Reap City. Accompanying Samdech Krolahom Sar Kheng in the ceremony are H.E. Dr. Phoeurng Sackona, Minister of Culture and Fine Arts, President of the Board of APSARA National Authority, H.E. Dr. Neth SaVoeun, Commissioner General of the National Police, H.E. Mr. Tea Seiha, Governor of Siem Reap Province, Heads of the Ministry of Interior, APSARA National Authority, Siem Reap Provincial Administration and relevant units, government officials and many other police officers.
Speaking at the welcoming ceremony, H.E. Dr. Phoeurng Sackona confirmed that the new location of the Heritage Protection Police Unit has been built on a total land area of 19,947 square meters, of which 16 types of the infrastructure of buildings and utility facilities, with a total area of 1,708 square meters. The above location was built by B Billions Builders company at a total cost of R 7,198,000,000 (seven billion one hundred and ninety-eight million riels) through the budget from the Angkor Conservation and Development Fund 2018 of APSARA National Authority. The construction work lasts 24 months, starting on 08 February 2019, and ending on 25 February 2021. This construction is another important achievement due to the joint efforts of the APSARA National Authority and the Heritage Protection Police Unit under the support of the National Police General Commission, the Siem Reap Provincial Authority, the Ministry of Economy and Finance, and various relevant ministries/institutions to enhance of the conservation and sustainable development of Angkor as well as to expand the green landscape to maintain the Outstanding Universal Value of Angkor.
Acting Prime Minister Samdech Krolahom Sar Kheng praised and thanked the APSARA National Authority for its efforts to promote and initiate the proposed relocation of the Headquarters of the Heritage Protection Police Unit near Angkor Wat that may affect the underground archeological layer.
Samdech Krolahom Sar Kheng added that the new buildings of the Heritage Protection Police Unit are beautiful according to the Khmer architectural style, worthy of a new achievement of national identity, which will enhance the beauty of Angkor site, making it easier to fulfill its role to take care of and protect the Angkor site, which is an invaluable ancestral heritage of the nation and the people of Cambodia.
In this regard, Samdech Krolahom Sar Kheng also made some recommendations to the Siem Reap Provincial Authority, Angkor Heritage Police Unit, and APSARA National Authority to strengthen the efficiency and smoothness of some cooperation as follows:
1. Siem Reap Provincial Authority and the Heritage Protection Police Unit must continue to work closely with the APSARA National Authority in the protection of the national heritage in Angkor and Siem Reap, especially the research and implementation of measures to prevent and suppress all law violation acts such as destruction, excavation of artifacts, deforestation, stealing, looting, trading, and transportation of cultural and historical heritage. This is their main responsibility.
2. The Heritage Protection Police Unit shall review and determine the position of the priority protection position and the permanent patrol movement, especially at night at the main points of the Angkor area and other related areas.
3. The Heritage Protection Police Unit must increase education, strengthen morality, discipline, forces, and professional consciousness, and love the national cultural heritage to prevent and reduce anarchy in the Angkor area and other areas through the implementation of discipline as well as legal measures fairly.
4. The Heritage Protection Police Unit must continue to strengthen cooperation with the competent forces and local authorities at all levels in the protection of safety, and maintain public order, especially security for national and international guests who come to visit the Angkor site, Siem Reap, and other areas.
5. Siem Reap Provincial Authority, APSARA National Authority, the Heritage Protection Police Unit, and relevant institutions must continue to work to preserve the natural environment that is part of the cultural landscape of Angkor by replanting trees, increasing greenery, and restoring the ancient irrigation system to strengthen conservation work as well as creating comfort for citizens, national and international tourists.
6. The Siem Reap Provincial Authority and the Heritage Protection Police Unit shall continue to participate with UNESCO and other international organizations to receive guidance and dissemination of various principles to serve the protection of cultural heritage.
On that occasion, Samdech Krolahom Sar Kheng, Acting Prime Minister, donated to the heritage protection police, 20 motorcycles for the patrol force in the Angkor area. At the same time, H.E. Dr. Neth SaVoeun, Commissioner General of the National Police, also donated 50 bicycles and 500 T-shirts for the patrol force in the Angkor area.
