មន្ត្រីស្ថាប័នចម្រុះចូលរួមសិក្ខាស្ដីពី«ច្បាប់ និងបេតិកភណ្ឌវប្បធម៌»-Joint Officials to participate in a seminar on “Law and Cultural Heritage”- 02 July 2024

មន្ត្រីអាជ្ញាធរជាតិអប្សរា អាជ្ញាធរជាតិព្រះវិហារ អាជ្ញាធរសំបូរព្រៃគុក អគ្គនាយកដ្ឋានបេតិកភណ្ឌ នៃក្រសួងវប្បធម៌ និងវិចិត្រសិល្បៈ មន្ទីរវប្បធម៌ខេត្តសៀមរាប អាជ្ញាធរដែនដីទាំង៥ស្រុក/ក្រុង ក្នុងរមណីយដ្ឋានអង្គរ មន្ទីររៀបចំដែនដីខេត្តសៀមរាប តំណាងរដ្ឋបាល និងក្រុមប្រឹក្សាខេត្តសៀមរាប សហភាពសហព័ន្ធយុវជនកម្ពុជាខេត្តសៀមរាប និងអាជ្ញាធរដែនដីពាក់ព័ន្ធប្រមាណ៤៥រូប បានចូលរួមសិក្ខាសាលាស្ដីពី«ច្បាប់ និងកិច្ចការពារបេតិកភណ្ឌ» ដែលរៀបចំឡើងដោយអាជ្ញាធរជាតិអប្សរា រយៈពេលបីថ្ងៃ ចាប់ពីថ្ងៃទី២រហូតដល់ថ្ងៃទី៤ ខែកក្កដា ឆ្នាំ២០២៤។

សិក្ខាសាលានេះ មានការអញ្ជើញចូលរួមក្រោមអធិបតីភាព ឯកឧត្តម ឡុង កុសល អគ្គនាយករង ដែលតំណាងឱ្យឯកឧត្តមបណ្ឌិត ហង់ ពៅ អគ្គនាយកអាជ្ញាធរជាតិអប្សរា និងឧទេ្ទសនាមដោយលោក Etienne Clement មេធាវីអន្តរជាតិ ឯកទេសខាងបេតិកភណ្ឌវប្បធម៌ គឺធ្វើឡើងក្នុងគោលបំណង ឱ្យយល់ដឹងពីសម្បត្តិបេតិកភណ្ឌវប្បធម៌ ពីការប៉ះពាល់នានា ព្រមទាំងការប្រើច្បាប់ជាតិ អន្តរជាតិ ដើម្បីការពារសម្បត្តិបេតិកភណ្ឌទាំងនោះ ពីការបំផ្លាញដោយមនុស្ស ដោយអាយុកាល និងដោយគ្រោះធម្មជាតិជាដើម។

កម្មវិធីនេះ ជាវេទិកាសម្រាប់ការចែករំលែកបទពិសោធន៍ ការផ្តល់ឱ្យសិក្ខាកាម ថ្នាក់ដឹកនាំមកពីស្ថាប័នគ្រប់គ្រងបេតិកភណ្ឌ ដើម្បីស្វែងយល់ពីគោលបំណង មាតិកា និងការបន្ថែមនូវអនុសញ្ញាអន្តរជាតិសំខាន់ៗ រួមនឹងគោលការណ៍ច្បាប់ជាតិ ដែលជាទម្រង់ស្របច្បាប់សម្រាប់កិច្ចការពារសម្បត្តិបេតិកភណ្ឌក្នុងប្រទេសកម្ពុជា។ សិក្ខាកាមនឹងទទួលបាននូវចំណេះដឹងថ្មីៗក្នុងទម្រង់ច្បាប់ការពារបេតិកភណ្ឌ ដែលឆ្លើយតបទៅនឹងតួនាទី និងភារកិច្ចរបស់ខ្លួន ក្នុងនាមជាអ្នកអភិរក្ស និងគ្រប់គ្រងបេតិកភណ្ឌ៕

Officials of APSARA National Authority, Preah Vihear National Authority, Sambo Prei Kuk National Authority, General Department of Heritage of the Ministry of Culture and Fine Arts, Siem Reap Provincial Department of Culture, 5 District / Municipality Authority in Angkor site, Siem Reap Provincial Department of Land Management, Urban Planning and Construction, Siem Reap Provincial Administrative Representative and Siem Reap Union of Youth Federations of Cambodia, and about 45 relevant local authorities attended a three-day seminar on “Law and Cultural Heritage” organized by the APSARA National Authority from 2 to 4 July 2024.

The seminar was presided over by H.E. Mr. Long Kosal, Deputy Director General, representing H.E. Dr. HANG Peou, Director General of APSARA National Authority. The aim was to provide a platform for sharing experiences and enhancing understanding of national and international laws related to heritage protection. The program included presentations by an international lawyer specializing in cultural heritage, with a focus on the use of legal frameworks to protect heritage properties from various threats. The participants gained new knowledge about heritage protection laws and their roles and responsibilities in heritage conservation and management.
