សវនករស្ថាប័នធានាគុណភាពជប៉ុន ធ្វើសវនកម្មផ្ទៃក្រៅ ប្រព័ន្ធគ្រប់គ្រងបរិស្ថាន-អង្គរនៃស្ថាប័នអាជ្ញាធរជាតិអប្សរា
នៅទីស្នាក់ការអាជ្ញាធរជាតិអប្សរា ព្រឹកថ្ងៃទី២៥ ខែមេសារ ឆ្នាំ២០២៣ បើកសវនកម្មផ្ទៃក្រៅ ប្រព័ន្ធគ្រប់គ្រងបរិស្ថាន ISO14001: 2015 ដោយស្ថាប័នធានាគុណភាពជប៉ុន Japan Quality Assurance ហៅកាត់ថា (JQA)។ គោលបំណងនៃសវនកម្ម គឺដើម្បីបញ្ជាក់ថា តើប្រព័ន្ធគ្រប់គ្រងបរិស្ថាន-អង្គរនៃស្ថាប័នអាជ្ញាធរជាតិអប្សរា កំពុងបន្តអនុលោមជាប្រចាំនៃប្រព័ន្ធគ្រប់គ្រងបរិស្ថាននៅក្នុងរយៈពេលនៃសុពលភាព (៣ឆ្នាំ) ស្ដង់ដារ ISO14001: 2015 ដែរឬទេ ហើយជាពិសេសជាមួយគ្នានេះ ការផ្លាស់ប្តូររចនាសម្ពន្ធរបស់អាជ្ញាធរជាតិអប្សរាក៏ត្រូវនឹងធ្វើការពិនិត្យដែរ ដោយយោងទៅលើសកម្មភាពពាក់ព័ន្ធបរិស្ថាន និងអ្នកទទួលខុសត្រូវលើបរិស្ថាន។
អញ្ចើញចូលរួមបើកសវនកម្មផ្ទៃក្រៅ ដោយឯកឧត្តម ឡុង កុសល អគ្គនាយករង តំណាងឯកឧត្តម ហង់ ពៅ អគ្គនាយកអាជ្ញាធរជាតិអប្សរា លោក ម៉ាម៉ូរុ យ៉ាម៉ាដា (Mamoru YAMADA) តំណាងស្ថាប័ន JQA និងជាសវនករ ឯកឧត្តម សុខ លក្ខិណា ប្រធានអង្គភាពប្រព័ន្ធគ្រប់គ្រងបរិស្ថាននៃអាជ្ញាធរជាតិអប្សរា ប្រធាន-អនុប្រធាននាយកដ្ឋាន និងអង្គភាពគ្រប់គ្រងបរិស្ថានអង្គរ ព្រមទាំងមន្រ្តី-បុគ្គលិកជាអ្នកជំរុញបរិស្ថាននៅតាមនាយកដ្ឋាននីមួយៗ។
តំណាងស្ថាប័ន JQA និងជាសវនករលោក ម៉ាម៉ូរុ យ៉ាម៉ាដា លើកឡើងថា ចំណុចដែលត្រូវយកមកពិនិត្យនៅក្នុងសវនកម្មផ្ទៃក្រៅនាពេលនេះ មានដូចតទៅ៖ ទី១ ពិនិត្យលើសវនកម្មផ្ទៃក្នុង និងត្រួតពិនិត្យការគ្រប់គ្រង ទី២ ពិនិត្យសវនកម្មលើកមុនដែលមិនមានភាពមិនអនុលោម ទី៣ ឆ្លើយតបរបស់អាជ្ញាធរជាតិអប្សរាទៅនឹងការតវ៉ាផ្សេងៗពីមជ្ឍដ្ឋានខាងក្រៅ បើសិនមានការតវ៉ាកើតឡើងនៅឆ្នាំមុន ទី៤ ប្រសិទ្ធភាពនៃប្រព័ន្ធគ្រប់គ្រងបរិស្ថាន ទៅលើការសម្រេចគោលបំណង ទី៥ ស្ថានភាពរីកចម្រើនទៅមុខសម្រាប់សកម្មភាពកែលម្អជាបន្តបន្ទាប់ ទី៦ ការគ្រប់គ្រងប្រតិបត្តិការជាប្រចាំដែលបានចារនៅក្នុងសៀវភៅគ្រប់គ្រងបរិស្ថាន ទី៧ ការផ្លាស់ប្តូរផ្សេងៗនៅក្នុងប្រព័ន្ធគ្រប់គ្រង ទី៨ ភាពសមស្របនៃការប្រើប្រាស់ស្លាកសញ្ញាចុះបញ្ជី និងការបោះពុម្ពផ្សាយ ព័ត៌មានដែលបានចុះបញ្ជី។
ឯកឧត្តម ឡុង កុសល មានប្រសាសន៍ថា សវនកម្មផ្ទៃក្រៅ ប្រព័ន្ធគ្រប់គ្រងបរិស្ថានលើកនេះជាលើកទី៦ បើសិនជាយើងទទួលបានវិញ្ញាបនបត្របន្តទៀតនាពេលខាងមុខ និងជាឆ្នាំទី១៨ ដែលអាជ្ញាធរជាតិអប្សរាបានផ្សារភ្ជាប់ខ្លួនទៅនិងការងារបរិស្ថានដែលមានគុណតម្លៃយ៉ាងធំធេងក្នុងរយៈពេលកន្លងមក។ ឯកឧត្តមបន្តថា ក្នុងនាមតំណាងឱ្យអគ្គនាយកអាជ្ញាធរជាតិអប្សរា ក៏ដូចជាស្ថាប័នអាជ្ញាធរជាតិអប្សរាទាំងមូលសូមសម្តែងការគោរព និងអរគុណជូនចំពោះថ្នាក់ដឹកនាំគ្រប់ជាន់ថ្នាក់ដែលបានបំពេញប្រកបទៅដោយការយកចិត្តទុកដាក់ និងមានការលះបង់ខ្ពស់ ចំពោះសកម្មភាពការងារដ៏មានតម្លៃនេះ។

APSARA National Authority conducts an external audit of the Angkor Environmental Management System
On 25 April 2023, at the head office of the APSARA National Authority, an external audit of the ISO14001: 2015 environmental management system was conducted by Japan Quality Assurance (JQA). The audit aims to verify whether the APSARA National Authority’s Angkor Environmental Management System is continuously adhering to the Environmental Management System within the validity period (3 years) of ISO14001: 2015. Changes in the structure of the APSARA National Authority will also be reviewed according to the activities related to the environment and those responsible for the environment.
The external audit is attended by H.E. Long Kosal, Deputy Director General, Representative of H.E. Dr.Hang Peou, the Director-General of APSARA National Authority, Mr. Mamoru YAMADA, Representative of JQA, and Auditor, H.E Mr. Sok Leakena, Head of the Environmental Management System Unit of APSARA National Authority, as well as department directors and environmental promoters from all related departments.
JQA Representative and Auditor Mr. Mamoru Yamada stated that the points to be considered in the current external audit are as follows: First, the internal audit and management review. Second, corrective actions were conducted to the nonconformities raised in the previous audit. Third, response to complaints. Fourth, the effectiveness of the management system on objective achievement. Fifth, the progress status of activities for continual improvement. Sixth, continual operation control. Seventh, changes in the management system, and finally, appropriateness of registration mark use and publication of registration information.
H.E. Long Kosal said that this is the sixth external audit of the environmental management system. If we get more certificates soon, It is the 18th year that APSARA National Authority has linked itself to valuable environmental work. He continued that on behalf of the Director General of APSARA National Authority and APSARA National Authority as a whole, I would like to express my respect and gratitude to the leaders at all levels for their care and dedication to this valuable work activity.
Please be informed that the audit on the environmental management system of APSARA National Authority by the Japanese Quality Assurance Institute (JQA) will last for 3 days, and will take place from 25-27 April 2023.
